2025 Road Program
The 2025 Road Program will be conducted in 2 parts: some roads will be treated with an ultra-thin bonded wearing course, and others will be treated with a full width mill and pave.
Ultra-Thin Bonded Wearing Course program
At the April 7th meeting, Borough Council approved Asphalt Maintenance Solutions, LLC to carry out the 2025 Ultra-Thin Bonded Wearing Course program.
The scope of this project includes the installation of an ultra-thin bonded wearing course on the roadway surfaces of Neighbors Way, Penny Lane, and Hunters Run. The work will also involve polymer-modified asphalt joint and crack sealing, along with mastic repairs to improve durability and extend pavement life.
Work is expected to begin between mid-May and June, weather permitting. Once started, the project will take approximately 1 to 2 days to complete. Temporary road closures and minor traffic delays are expected during construction. Residents will be notified directly by Asphalt Maintenance Solutions, LLC with the exact start date and additional details.

Mill and Paving
At the February 3rd meeting, the Borough Council approved the 2025 Road Program. Perkasie Borough is awaiting project bids - once these are received and costs are finalized, additional details will be provided. Please check back soon for updates.
2024 Road Program
Borough Council has approved the repair of the following roads in the 2024 Road Program. Property owners on these roads are responsible for the upkeep and repair of sidewalks and curbs. Borough staff will conduct sidewalk inspections and residents and businesses on these roads will be notified if repairs are required before the roadway is repaired:
- Blooming Glen Drive Ridge Road to 5th Street – a condition 3 with a road volume of a 5
- 8th Street from 124 8th Street to Race Street – a condition 5 with a road volume of 4
- Pine Street from 8th Street to 9th Street incl. updated handicap parking spots at the Police Station – a condition 3.5 with a road volume 3
- S. 8th Street from Pine Street to Park Ave. – a condition of 3.5 with a volume of a 1
- N. 5th Street Storm Sewer System

Explaining the Road Program – how do we decide on road repairs?
Every 2-3 years our engineers conduct a Roadway Condition Survey. Each survey provides us with a current assessment of the existing roadway conditions and recommendations for future roadway repair projects. We use the survey report to prioritize annual roadway repairs and to efficiently allocate funding. The survey does not include state-owned roads in the Borough, scroll down to find a list of these roads, which are maintained by PennDoT.
The survey report includes a 5-15 year reconstruction plan, which helps us project future budgets for roads, the concrete program, stormwater improvements etc. This plan is revised every 2-3 years with each new survey, and we also conduct field surveys more frequently, as weather and other factors can create new and unforeseen priorities.
Pavement conditions on Borough-owned roads are rated using a methodology based on the American Association of State Highway and Transportation Officials (AASHTO) Guide for Design of Pavement Structures. According to this scale, the lower the rating, the better the road condition; a higher rating means the road is more in need of repair.
The last field inspection of the Borough's roads was completed in 2021, resulting in the Roadway Condition Survey with Map. The report has been updated to show all the roads repaired in 2022 and 2023.
Here are some highlights:
The Borough’s OVERALL roadway condition rating (2023) is 1.79. Roadwork completed in 2022 & 2023 improved the condition from 2.13, reported in 2021. This is the lowest – and best – rating in the last 17 years. More than 1/2 of our roadways are rated “1” (in newly paved condition) and around 90% rated “3” or better (in acceptable condition).
PA STATE ROADS:
UPDATE 12/2021: PennDOT has announced plans to resurface PA State Road 4039. PennDOT’s project – tentatively planned for 2024 – will bring much needed improvements to the state-owned sections of N. 5th Street and W. Market Street as follows:
- N 5th Street from W. Blooming Glen Drive /Borough Line to W. Market Street
- W. Market Street from N 7th Street to N. Ridge Road
Road resurfacing projects in Perkasie require that curbs, sidewalks and driveway aprons on affected properties be replaced or repaired as necessary to ensure they are safe and meet the specifications in Borough Code. The property owner is responsible for the upkeep and maintenance of curbs, sidewalk and driveway aprons, and responsible for the costs involved in any repairs or replacement.
Please note that the following streets are within the Borough limits but are NOT owned by Perkasie Borough and are NOT maintained by the borough’s Public Works Department.
